Note: The State of RI has recently undergone a complete change in its service provision for children and adults with disabilities. In an attempt to “stream-line” the services, and the medical coverage for those services, they have set up specific centers in the state. The following is the contact information and a brief summary of what you can expect from each of these centers. I hope this will be helpful to those requesting this information, as it was not available when my son was diagnosed, and we lost valuable time finding these things on our own. (Vicki Dyl – RI REP for UA)

CEDARR Family Centers:
These centers just opened in the later part of 2001. Eventually, the plan is to have four centers around the state. Any child who is suspected to have a developmental disability will be required, by DHS, to contact one of these centers to receive services in the state.
(CEDARR stands for Comprehensive Evaluation, Diagnosis, Assessment, Referral, Re-Evaluation). These centers are a “one-stop” place where you can get information and support to make the best decisions for your child. If you think your child has a physical, developmental, behavioral or emotional problem that you are concerned about, CEDARR Family Centers can help you get answers to your questions and help you get the services you need. Even if your child is already receiving other services, CEDARR can be a resource to you and your child. They do in-home visits if you prefer.

Medical Assistance/ Katie Beckett/ SSI/ RIte Care/ EPSDT
These terms can be confusing to parents looking for services for their child. But there are four ways that a child may be eligible for Medical Assistance coverage.

Katie Beckett is an eligibility provision of the Medical Assistance Program that provides Medical Assistance coverage to certain children under the age of 18 who have serious disabling conditions and live at home. Katie Beckett enables children with disabilities to be cared for at home instead of in an institution. The parents’ income and resources do NOT count when determining eligibility. Children that are eligible under the Katie Beckett provision are eligible to receive Medical Assistance benefits. These benefits are required to receive Home-based Therapeutic Services from the providers listed in this information packet, unless the parents chose to pay for home-based services out-of-pocket. These are the DHS offices you must contact to apply for Katie Beckett/Medical Assistance:

Supplemental Security Income (SSI)
A child who may be eligible for Supplemental Security Income because of a disability would also be eligible to receive Medical Assistance coverage. SSI is based on the family’s income…not just on the child’s, as is the case with Katie Beckett. For more information on how to apply for SSI,
Phone: 800-772-1213 or check the website at www.ssa.gov

RIte Care
Is RI’s Medicaid managed care program that provides health insurance to eligible pregnant women, parents and children up to age 19. Families receive their health care through one of three participating health plans: Neighborhood Health Plan of RI; Blue ChiP; AND United Healthcare of New England. Eligibility is based on income and family size. This coverage can be had IN ADDITION TO the Katie Beckett coverage above, for families within the income guidelines.

RIte Share: Health Insurance Premium Assistance Program
This program helps families obtain health coverage through their employer’s health insurance plan. If eligible, RIte Share will pay all or part of the employee’s share of monthly premiums for family coverage. Applicants may be eligible for RIte Share if they are eligible for Medical Assistance and if their employer offers an approved health plan.
RIte Share’s income guidelines are the same as RIte Care’s and eligibility is based on income and family size. Pregnant women and families with children up to age 19 may be eligible.   To obtain more information, or get a mail-in application contact:
